If ANYONE steals anything (including social security cards) they should be punished equally.
Personally, I would not offer citizenship to someone who came to this country and stole from one of our citizens. But if they are already a citizen when they commit the crime, they should be punished normally by the american penal system. But that sort of thing has to be handled on a person-to-person basis.
