| As a mother of a 5 and 6 year old, I can say that while they are not stupid to the fact that their pee pees are not to be exposed to the world, they also don't realize that it is something hurtful. It's not ok that it happened, but to prosecute a child won't solve anything either. The parents are the ones who need to educate their children. |
