I would recommend an unpowered mixer so you can upgrade easier by just adding more power amps when necessary. I think it's always best to go modular when you can; then you're less likely to have to replace more items when it's time to upgrade.

Mackie's are fine for PA'ing, IMO.
Yammy and Carvin are also comparable.

We went with a 21-channel Crest when putting our rig together. Definitely heard a difference, but it wasn't unreasonably expensive.

Speakers will probably make a bigger difference than mixers or amps;
what are you using for PA cabinets?

(I'm not familiar w/ Behringer amps, but sounds like you're talking about DIP switches. Depending on the amp, these usually change EQ curves/presets or mono/bridged/parallel settings that would affect how much power you're pushing/how you split your output signal)
