That's right, this idiot in Britain is proposing that all smokers should have to pay 200 lbs per year to get a smoking license.

OK dumbass are you under the impression that some person was just minding their business and a cigarette SNUCK into their mouth and lit itself??? EVERY smoker on planet Earth has made a conscious decision to smoke.
