Definitely true! When I was a kid we wanted 100-watt heads and 2 412 cabs - you stand back and look at your amp and get a boner!
Then you get into the club and the soundman makes you turn down til you can't get the push sound out of the tubes. You'd be surprised how loud 15 watts of tube power can be. Not much clean headroom but you can get a loud punchy distortion sound with 15 watts, and at a volume where a soundman won't bust your balls.
Of course it depends on the band you're in too. 15 tube watts ain't gonna cut it in a thrash band - but 40 would if you're playing with guys with 100-watt SS amps. BIG diff between the two ratings.
