I know we aren't allowed to bring up Bill Clinton here (at least I get castigated every time I do) but since you started it surely you are not talking about the same Bill Clinton who in the 6 months leading up to the passage of welfare reform/balance budget said on 17 DIFFERENT OCCASIONS that a balanced budget would "blow a hole in the economy".
If Bill Clinton gets credit for balancing the budget then a mugging victim should get credit for CHARITY to the criminal element.
BTW the monkey throwing shit analogy is a variant of something my brother Mike said. Coming out of the movie King Kong he turns and says, "That movie wasn't realistic at all".
