Two standards:

For the average taxpayer: You are unsure about that $1,000 deduction you want to take. You call the IRS and are TOLD it's ok go ahead and take it. It turns out the IRS agent was wrong. YOU GET A FISCAL MICROSCOPE JAMMED UP YOUR ASS AND AT BEST HAVE TO PAY FINES. AT WORST YOU GO TO JAIL.

For big contractor (defense or otherwise). You TOTALLY FAIL to account for $1.2 BILLION. You say, "well we're improving" and NOTHING happens to you.

Yeah that makes sense!!!
